rwanda-burundi

Every now and then “News” are propping up in the Western Media about Burundi indicating “Repression” and “misconduct” by the government. Even the UN is accusing the Burundian government of human rights violations and else. In September the New_York_Times writes about the UN condemning the Government with President Nkurunziza of “crimes against humanity”. It “reports” the crisis would have heated “when Mr. Nkurunziza announced his intention to run for a third term – a violation of Burundi´s Constitution”. Well, even BBC_had_to_admit that Burundi´s Supreme court decided the running for a third term would be legal since the first term started under extraordinary circumstances, being appointed by parliament in course of the Arusha agreements and not being elected in a popular vote.

Long Live the Double Standard!

The Western smear campaign against Burundi and Nkurunziza is the more astonishing since Western darling Presidents in Burundi´s surrounding are not respecting any limitation for their number of terms. Uganda´s President Yoweri_Museveni is on top since more than 30 years. Rwanda´s President Paul_Kagame, who invaded Rwanda with his RPF from Uganda and with heavy US support, is President since 2000 and has no limitation in terms (he must be suspected for ruthlessly murdering_critics abroad). DR Congo´s Joseph_Kabila is President since 2001. In Western media usually not many words are dropped about this when hitting on Burundi´s government. But it´s the same when it comes to other “good friends” of the West like for example the “lighthouse of Democracy” in the Middle East, Saudi Arabia. So what is the reason for Western hostility towards Burundi?

Much of Western rhetoric relates to the (fake) mainstream narrative on the tragedy in Rwanda shouting “genocide under way”, a dangerous alarmism of which the Guardian warned in 2015. All that though Burundis_real_social_divide_is_urban_and_rural. But Burundi´s problems might in fact have a lot to do with Rwanda, but in a different way than insinuated by the media. And Burundi´s government stands_in_the_way_of_the_US as Ann Garrison points out correctly.

The US Empire, “Their Man” Kagame and the Plunder of Congo

23 years ago the US Empire has installed the henchman Paul Kagame in Rwanda with a bloody war of aggression waged by the Uganda based RPF and decorated this with a monumental disinformation campaign making the world believe that the former Rwandan government would have planned a “Genocide against the Tutsi”. It was rather a Genocide against the Hutu majority. For the history of that tragedy read:

Half the Truth is a whole Lie! 20 Years of brazen Desinformation!https://wipokuli.wordpress.com/2014/04/20/rwanda-half-of-the-truth-is-a-whole-lie-twenty-years-of-brazen-desinformation/

There is no doubt that the “Scramble for Africa” is going on and that Rwanda´s RPF regime is playing an essential part in it, as Robin Philpot correctly portrays in his book “Rwanda_and_the_New_Scramble_for_Africa”, likewise described by Finian_Cunningham. Coltan, Uranium, Cobalt, Gold diamonds and copper are “waiting for plunder”. Especially the US military is busy “winning_Africa”. Even the “Economist” though upholding the fake Western narrative about Rwanda´s tragedy admits the unholy role of Rwanda and ethnic Tutsis in DR Congo in an article of 2012.

An important role plays the rebel_group_M23 mostly made up of ethnic Tutsis, who were integrated into the Congolese army. Fights between_the_Congolese_army_and_M23 went also on this year. Despite the defection of Tutsi fighters to those rebel groups there is still Tutsi dominance said to prevail in DR Congo´s army. An example was also Laurent_Nkunda, and an example for the close relationship to the US via US Christian sectarianism as well.

The crisis sharpens obviously again in DR Congo, especially in the Kasai region (see links below). Trough the “complicated” conflicts “Big Brothers” hand (“well trained” in steering ethnic conflicts) is shining. The US Power Elite has long lasting experience in such operations also in the Middle East and the Balkans.

Possibly the Geo-Strategic Clou to the Story

In February 2016 it became obvious that Rwanda_is_recruiting_as_well_as_training_and_arming_Burundian_rebels in order to destabilize_Burundi and oust_the_Burundian_President. This most probably has the aim to plunge Burundi into chaos and sharpen ethnic conflicts, and then for Kagame and his RPF to appear as the “savior” of the Burundian Tutsi! Surely with the aim of installing a Tutsi dominated regime and possibly uniting the two countries, restituting a “glorious Tutsi Reign”.

What could be the further aims of Kagame and his US masters? Well, it might silence the slowly developing skepticism about Kagame´s role in Congo and fix again the “Genocide against the Tutsi” narrative. But much more important: it would broaden Kagame´s power basis for his plunder of the DR Congo in favor of Western resource policy. And a Coltan_processing_plant is built in cooperation with a Canadian Company in Rwanda, where_no_Coltan_is_to_be_found. Coltan is in Congo. But Rwanda is the World´s biggest Coltan exporter, guess how?!

Is it very absurd to speculate that Kagame´s plan (and that of his US masters) might be to unite Rwanda and Burundi for a broader power basis and thereafter split the Eastern part of DR Congo off, using militant Tutsi groups in Congo? If that costs thousands of lives in Burundi and more millions of lives in Congo, do you think the US Power Elite dominated by the US_Neocons_and_their_think_tanks would bother?

African Struggles in Perspective“: https://wipokuli.wordpress.com/2014/06/16/african-struggles-for-social-justice-freedom-and-democracy-in-perspective-reflected-in-a-series-of-articles/

On the 12th of May in connection with the G20 meeting in Hamburg there was the G20 Africa Partnership Conference taking place in Berlin. A whole number of African Presidents attending, a lot was talked about partnership and development.

What Kind of Partnership?

Western soldiers roaming all over Africa, a whole number of them under the umbrella of US_AFRICOM (violating the spirit of African liberation and African_Unity) European soldiers as well, a lot of them French. The West is pretending to make Africa “safe”. Safe for what? There are many indications that they´re just trying to make Africa safe for Western plunder or, where their plunder isn´t yet actual, to destabilize and de-state as a preparation for more future plunder. Is that a “wicked” suspicion?

the-heart-of-africa 001 (2)

What about the financial colonialism of the French in Africa? That alone is a sound proof that “Colonialism_is_alive”. What happened when Gaddafi tried to bring an African gold currency on the way? Clinton_emails_reveal_the_true_motive for the “intervention” in Libya, where the French cooperated closely with the US. From the repercussions of the Libyan drama came turmoil in Mali, giving the French more chances. Make Africa “safe” from IS? One has to know West_created_the_Islamic_State for its own ends! Make Africa “safe for Democracy”? Maybe with uranium_coated_amunition? And to have a Democracy as rotten as in the US? Be sure, as long as the US Power Elite has the leading hand in the “West´s partnership with Africa” there will be no such thing as true Democracy created by them!

Paul Kagame, the “symbolic figure” of Western Partnership with Africa

The real symbol of that deadly partnership, which is in deed the new_scramble_for_Africa is the Rwandan President Kagame, who delivered a speech at the conference, more or less praising Neoliberalism. This man has been celebrated throughout the West and throughout the years since 1994 as the “savior of Rwanda and of the Tutsis”, which was rather less than “half_of_the_truth_but_a_whole_lie”. In reality Kagame and his RPF waged a murderous war of aggression (according to Nuremberg principles the utmost crime) against Rwanda, which he did from Uganda, with heavy support from the US and many Western countries. Following almost a million died in Rwanda, but many more, possibly over eight million people lost their lives in DR_Congo., in fact as many as have died during the time Congo was the “private” Colony of Belgian King Leopold II. This was tolerated based on the pretext that the Rwandan tragedy would have been an organized Genocide attempt by the Hutu majority against the Tutsi. With this deformed story the RPF legitimized the invasion of Congo (together with Uganda), pretending to get hold of the “genocidaires”. What was the real aim?

collaborated-in-corruption

Proxy Colonialism, but Kagame might be Exchanged one Day

The aim of this (ongoing) invasion is the riches of DR Congo. Congo is full of Minerals. With the computer age the mineral Coltan has reached overall importance for mobile phones, computers and that like (of which the public should have more_knowledge). Already in 2002 the amount of stolen_goods_was_monumental, no matter that 2011 in a lousy little theater show Rwanda_repatriated_90_tons_of_Congolese-minerals having been “smuggled” into Rwanda. But in the end US_companies_are_exploiting_the_Congo. Actually DR Congo is on top of all deadly hells of this Earth, its fate somehow mirrored by West_Papua being plundered by Indonesia in favor of the West.

To broaden the power basis for his grip on Congo, Kagame even seems_meddling_in_neighbouring_Burundi. Obviously the aim was to create a situation, which could be presented to the world as reason for a Rwandan intervention in order to “save the Burundian Tutsi”, possibly even to unite the two countries under RPF leadership.  But the US Empire seems now not too much in favour of such developments, especially in the present situation of conflicts within the US Power Elite.

Anyway, it is more and more difficult for Kagame and his regime to hide the crimes and atrocities in Congo, partly reflected in the UN_Project_Mapping_on_DR_Congo, though a leaked_first_draft was later on softened (due to US pressure). Very delicate is that Kagame fights growing Western critics by the confession that he joined the West in corruption to plunder Congo in an interesting speech (at 6:26), really remarkable:

https://www.youtube.com/watch?v=yoxLZrodVfY

But, in the end even it will not be his crimes, not even because of a murder_possibly_commited_on_a_BBC_journalist in London by his murder_inc, for which the US Power Elite will drop him one day. It might be for his “arrogant” belief that the henchman can do without his master! The fact that a Canadian company helps to build a first_coltan_Processing_plant in Rwanda (paid_for_by_the_genocide_inCongo) doesn´t really mean it will please his US master. Also the Chinese involvement into the East-African_standard_gauge_network including Rwanda might also possibly make his master´s eyebrow raise. Mobutu wasn´t really rewarded for little flirts with China and North-Korea. But, if it comes to that point, the US Power Elite will have Kagame toppled with “love for Democracy” on their lips!

One thing is clear, Africa has long struggles_for_freedom_and_social_justice ahead! In these strugglesalso for genuine development and industrialization the natural allies will surely be other African countries and in general the BRICS states. The Western countries as dominated by the US and Neoliberalism with its “freetrade religion” would only be partners for eternal dependency and resource slavery!

On Monday 7th of April the commemorations on the „Genocide“ in Rwanda took place. Putting Genocide in quotation marks might give me the smell of a „denier“ of unspeakable human sufferings, but continuing to read this article with an open mind will drive that smell away.

Yes, twenty years ago something terrible happened in Rwanda and unspeakable crimes were perpetrated on hundred thousands of innocent people. But when people speak of the „Genocide“ in Rwanda they always mean genocide on the Tutsi! Yes, social divisions errupted into a monumental slaughter, not by itself but by an invasion and a terrorist shooting down of a plane! And additionally to 280,000 Tutsi victims there where about 750,000 Hutu victims to be mourned.

rwanda-provinces

Intrusion:

Like all continents Africa – the more as it is the cradle of Mankind – has its history of peoples migrations. Many regions saw a mixing but also superimpositions by very different ethnic entities and different economic systems, such is the case with the Central African Inter-Lake region, i. e. Uganda, Rwanda and Burundi. The oldest identifiable ethnicity are the Twa, a group of short statured hunters and gatherers. Since more than 3,000 years Bantu speaking agriculturists immigrated into the region, by and large constituting the Hutu. During the 14th Century cattle nomads came, the Tutsi, establishing feudal empires (Nomads being used to competition over water and grazing grounds were always nearer to the art of war and thus dominated often when confronted with agriculturists). Like the Twa they adopted the language of the Hutu. In case of mixed marriages the children belonged to the fatherly group. Feudalism grew even more repressive under colonialism. The Germans supplemented the division between the tall and more sharp nosed Tutsi on one side and the Hutu on the other side by a racist concept ascribing „racial superiority“ to the Tutsi, a concept which was taken over by the Belgians. Though the division had become more and more a social one instead of a physical one the racist concept pleased the onliving claim for power of the Tutsi aristocracy.

Decolonization: End of the Monarchy, „One Man, One Vote“

Under German and Belgian colonial rule the two Tutsi kingdoms Rwanda and Burundi were administered together as Ruanda-Urundi. In 1956 Ruanda gained Autonomy. In 1961 rising tensions forced a referendum whether Monarchy should last. This resulted in Ruanda gaining independence as a Republic in 1962 which ended the dominance of the Tutsi (13%). The loss of power frustrated the Tutsi nobility and made many leave the country and moving to Uganda.

Similar tensions grew higher in Burundi resulting in a massacre in 1972 on the Hutu majority leaving about 250,000 of them dead. Coups and assassinations accompanied the further conflicts. 1993 a Hutu, Melchior Ndadaye, was elected President but murdered in October by Tutsi soldiers. He was followed by Cyprien Ntaryamira who was elected by the Parliament. Nobody has called the mass killing of Hutu in Burundi in 1972 a genocide!

In Rwanda the Minister of Defence, Juvénal Habyarimana, seized power from his cousin Grégoire Kayibanda in 1973. The country regained some stability.

The Invasion

But the Tutsi aristocracy was making plans to restore its rule in Rwanda. Many of them had joined the Ugandan armed forces. They formed the „Rwandese Patriotic Front“ (RPF) in 1987. Decicive in this development was Paul Kagame, member of the Tutsi aristocracy and head of the Ugandan Secret Service. His final „polishing“ he got in the USA in the Command and Staff College in Fort Leavenworth:

http://wikipedia.atpedia.com/en/articles/c/o/m/Command_and_General_Staff_College_50fe.html.

To be rightfully called a US agent (http://www.whale.to/c/paul_kagame.html) he was part of a first attempt to invade and reestablish Tutsi reign in Rwanda by the RPF and Ugandan forces in 1990. Though leaving many people dead and spreading terror in the North of Rwanda and initiating streams of refugees they were thrown back by the Rwandan Forces (with French assistance, France wasn´t yet integrated in the US strategy and following its own interest). But a brutal guerilla warfare mostly against the rural Hutu people was continued by the RPF. The efforts to end the conflict resulted in the Arusha accords. There are tendencies to smear Habyarimana with having sabotaged it. The former German diplomat Helmut Strizek demonstrates in his book „Clinton am Kivu-See“ (http://library.fes.de/pdf-files/ipg/2011-3/13_rezensionen.pdf) how baseless those accusations are.

The Beheading of two States

It was the RPF resorting to bloody violence again and starting another invasion. This step was accompanied by the shooting down of the plane with the Rwandan President Habyarimana and the Burundian President Ntaryamira on the 6th of April 1994. There is plenty of evidence that this was done by the RPF with support from the US and the Ugandan president Museweni as Strizek and others show. The war of aggression waged by the RPF did not only cost many Hutu lifes but provoked also violence against many Tutsi being suspected of collaborating with the invaders. No doubt that terrible crimes were also committed on innocent Tutsi. But there is evidence that agent provocateurs of the RPF were pushing those atrocities. One should imagine a fascist white organization trying to reestablish Apartheid in South Africa. Surely the masses would run wild from fear.

Who were the victims?

But the majority of the victims were not Tutsi. After all Strizek and others estimate the relation of Tutsi victims to Hutu victims of 280,000 to about 750,000 (Strizek 2011, p. 148). But the RPF had a „trick“: they counted who ever they could as Tutsi, where this wasn´t possible the victims were counted as „moderate Hutu“ slaughtered by „Hutu extremists“.

clinton-am-kivusee

From Genocide to Genocide

With the victory of the RPF in Rwanda the slaughter didn´t end at all. Many more Hutu were butchered. Hundred thousands of them had fled to those day Zaïre (now Democratic Republic of the Congo ). Congo had a terrible history of colonial murders and plunder (http://tinyurl.com/b5jown9). After having killed the visionary Lumumba they´d installed their puppet Mobutu Sese Seko who by the time run “out of order” and ruined the country so far that even the exploitation of its resources became difficult for the West. Portraying the refugees as a threat the RPF-Rwanda and Uganda invaded Zaire, the RPF installing Laurent-Désiré Kabila as the new head of Congo in 1997 in the socalled First Congo War. But Kabila remembered that he´s Congolese and demanded that foreign troups should leave the country and revised a number of agreements. Rwanda created a new rebel military movement called the Rassemblement Congolais pour la Democratie (RCD) to fight Kabila, Uganda formed a new rebel movement called the Movement for the Liberation of Congo (MLC), headed by the Congolese warlord Jean-Pierre Bemba thus starting the Second Congo War. Angolan, Zimbabwean and Namibian military supported the central government of Kabila. Hundreds of thousands Hutu refugees were butchered by Rwandese forces. But the bulk of the victims were Congolese. In 2001 Laurent Kabila was assassinated under strange circumstances (http://tinyurl.com/kvgua3k). His son Joseph Kabila followed him and brought in direct “international” involvement, the MONUC, now known as MONUSCO, African armies exept the Rwandan had left the country by June 2003. Direct Western presence was established. How far elections in 2006 and 2011 (wich left Kabila in office) can rightfully be called true elections is questionable. Questionable is also whether the conservatives estimations of the up to 5,400,000 victims are “sufficient”. According to the International Rescue Commitee only up to 2004 up to 3,900,000 people died in Congo (http://tinyurl.com/l27e8jl) It appears realistic to number the victims until today to the extend of those having died under King Leopold II of Belgium, 8 to 10 million! This is a true Genocide on the Congolese people organized by the Kagame regime and its US backers!

the-heart-of-africa 001 (2)

Colonialism in Congo is Back!

Much of the situation in Congo reminds of China before its revolution, since no one can talk of a souvereign country. There is no perspective and security for its inhabitants. Western countries and local neighbours (in this case mostly acting on behalf of the West) are plundering the rich resources (Coltan for computers, copper, Uranium, Diamonds and Gold). Rwanda´s Kagame regime is using “rebel organizations” like the March 23 Movement headed by warlords to organize slave labor for the extraction and channeling the riches through its own country, creating a pseudo boom at the price of the destruction of Africa´s heart, the Congo!

Another misuse of the Holocaust

Since long Western politicians are misusing the unbelievable German crimes as a legitimation for more crimes. Israel´s racist and colonialist occupation policy claims to prevent another Holocaust, with massive backing especially by the US. And that worked to a certain extend since even some leftist movements are befuddled by such claims. Those forces did a lot to split anti-racist, anti-imperialist and anti-capitalist movements. Western mainstream media run high in propaganda and “rewriting” History, reducing Orwell´s “1984” almost into a good night story.

Whenever anti-imperialist movements were talking about Fascism in Western actions those forces were denouncing them as relativating Nazism. But no problem for Western politicians to equate unloved personalities of opposing states to Hitler, covering their wars of aggression as some sort of repetition of the Second World War. In fact the Rwanda “Genocide” was the “Masterpiece” of the US Power Elite. They pushed the powerthirsty Tutsi aristocracy to a war of aggression, leading to about a million dead people, claimed it to be the attempted genocide on the Tutsi and declared Kagame and his military bandits of the RPF to be the saints saving the Tutsi within Rwanda (for whom in reality they didn´t care at all).

The next step was to declare the Tutsi the “Jews of Africa”, a comparison so far from historical reality that one would have to laugh if the case wouldn´t be that sad! Some French “Revisionists” even went so far as to dubb the Hutu forces trying to resist the RPF invasion to be part of a “Nazisme Tropical” (Jean-Pierre Chrètien in Libération on 26th April 1994). A ready made plan of the Habyarimana government to extinct the whole Tutsi population was constructed by Western ideologists. Germans might have felt strange relief, “we´re not the only ones”, Westerners in general were attracted by old colonial stereotypes: those African barbarians have to be saved from their savage emotions, the white man has to save Africa from itself! Also the onliving racist concepts of the “noble Tutsi” might have done their part, not to forget Hollywood productions like “Hotel Rwanda “. But many times the polititians found more tactful expressions, “the international community”, those clinging to “Western values” have to do the job (of savin Africa)! And the bourgeois concept about Fascism was revived, portraying Fascism not as a means of capitalist policy under pressure in order to disciplin the workers, but claiming it to be a tendency of the dump masses, envying the wealthy people and getting hysterical.

For those who wanted to see, it became soon clear, the Conglese resources were the aim. But having established the concept of the African Holocaust, the Tutsi turned into the Jews of Africa, thus turning Kagame´s RPF-Rwanda into Africa´s Israel, who would dare to contradict in the World´s diplomatic discussions?!

kagame-meets-genocidaire-no-oneEvery morning President Kagame meets the Genocidaire No One!

Mourning the Dead

Indeed mankind has to mourn about a million of dead people in Rwanda, many of them innocent Tutsi. But we shouldn´t allow political gangsters to misuse the innocent Tutsi victims to cover the majority of the the Hutu victims and also not allow them to be misused to cover 8 to 10 million dead Congolese! We should mourn the victims of the Congolese Genocide as well. And the evil doers are Clinton, Albright, Museveni and last not least Kagame and their RPF gangs!

wanted-forAddition

Kagame and his entourage are the products of US Power Elite´s socalled “Soft Power Fraction” (http://tinyurl.com/bne6lnr) and their executive force, the Clinton administration of those days. He is clever enough to remeber Mobutu´s fate and to know that US agents are not safe forever. Having committed so many crimes which can not all be hidden forever from world public he´s preparing to build a “life boat” just building and strenghening ties also to the Neocons via AIPAC (http://tinyurl.com/lhocot3).

lage-ruanda-1

ruanda

Einschub: Twa – Hutu – Tutsi

In Trauer gedenken

colonial-attack

Let´s be frank, what is on the agenda for Africa on the side of the Western Power Elites is clearly to be seen. After the official end of colonialism only French troops were to be seen in Africa. Today by and large Western colonial troops or international troops directly or indirectly under Western control are back on the continent in numbers!  Likewise African puppets and their armed gangs are used to plunder and destabilize great parts of Africa, as for example happens with Congo where Kagame and Museveni after the Rwanda tragedy (1) let their troops loot and rape (2). The riches of Congo are exploited through slave labor organized by warlords, almost like Congo was plundered during Leopold´s “private” colonialism (3). Since Leopold II the Western activities have cost Congo between 15 and 20 millions of dead. Ethnic groups are armed by the West and played against each other like in the 19th century.

Direct Western military interventions have struck Ivory Coast, Libya and Mali. The new military race through Africa was started with the US Somalia adventure covered by “humanitarian” aims after a lot was done to destabilize the Horn of Africa. The US have their military colonial institution of US AFRICOM (4) located in Stuttgart (shame on Germany)! The aims of the decolonization time manifested in the formation of OAU (5) are forgotten respectively turned into their opposite (6).

But the war on Africa isn´t only waged by openly military means. A systematic crippling of all efforts to develop the continent by means of industrialization is to be found in the installation of the “free trade religion”. Every country boasting today of a highly developed industry has achieved that by means of protective customs. Africa has been barred of such measures and even its agriculture is more and more crippled by the forced imports of highly state supported agricultural imports from industrialized countries. The fishing grounds of West Africa as well as East Africa are swept empty by fishing fleets from the Northern Hemisphere. Fishermen can only survive either by transporting people fleeing the continent to Europe or by becoming Pirates!

All this could only have been “achieved” by eliminating or “neutralizing” the progressive personalities and movements who had a sound vision for true African independence, like Patrice Lumumba (7), Kwame Nkrumah (8)  Eduardo Mondlane (9), Samora Machel (10), Thomas Sankara (11) and last not least Muammar Gaddafi (12) as well as others. Many times compradors stepped in and installed western controlled puppet regimes. With the downfall of the East block all chances to maneuver against the Western economic and political power broke away. WTO (13) and IMF (14) are means of imperialism to keep Africa down. They forced extended privatization even of the most basic economic activities like water supply on many African societies.

Western media are part of that war. They permanently present a picture of “African barbarism” to blame the African societies for their miserable conditions. “50 years you´re independent but you´re not capable of managing your own affairs” are by and large their open or hidden slogans. Many times the West is trying to pull Africans to the international court where you´ll never see people like Clinton and Albright, mostly responsible for Rwanda´s and Congo´s tragedies (15) or Bush and Cheney with their terrorist wars! And sad, even a whole number of Africans fall into the trap of psychological manipulation – blaming the African continent itself for its miserable condition.

And many people try to escape from the Western produced hell, taking any chance to board on a boat that hardly meets any safety standards for the voyage over the open sea. Thousands got drowned already either on their trip from Senegal´s coast to the Canary Islands or from Tunisia, Libya or else to Italy, especially the small Island Lampedusa. If they prefer to go by land, to cross Sinai, they get into another hell for them, Israel (16). But Europe respectively the West – benefiting materially from the plunder of Africa – only accepts Africans (or refugees from Near East, as for that matter) if they arrive dead – then they´ll get a state burial (17). If you get there alive, you´ll be charged! All following the principle: only a dead refugee is a good refugee!

One might be astonished to hear these accusations from a (66 years old) “Child” of Germany, of Europe, of the West, but as much as I have unwillingly “enjoyed” the fruits of Western Imperialism,  having lived in a country with so much historical guilt, I have to stand up and shout: NOT IN MY NAME!

And I have to say one thing to my African friends: I can never advise how to free Africa, but one thing I´m sure of, Africa will never develop WITH the West, but only AGAINST the West, keep that in mind!

The Hidden Story Behind Rwanda’s Tragedy

    By Christopher Black
  1. Editor’s Note: The Op-Ed is written by a Canadian attorney who represents a defendant before the International Criminal Tribunal for Rwanda (ICTR) in Arusha, Tanzania, on war crimes charges. The attorney offers a counter-view to the one-sided representation of the Rwanda narrative. Readers are encouraged to submit their comments and reactions.
Rwanda before 1990 was considered the Switzerland of Africa, a model of social development.
The result of the 1959 social revolution that deposed the Tutsi monarchy and aristocracy and freed the majority Hutu population from serfdom and a lifetime of humiliation was the establishment of a collective society in which both Hutus, and Tutsis as well as Twas lived together in relative harmony.
Tutsis were members of the government, its administration, present in large numbers in the education system, the judiciary and controlled most of the large private commercial companies in Rwanda.
The Rwandan army was a multiethnic army composed of both Hutus and Tutsis and it stayed a multiethnic force even when the Rwandan Army was forced by the invaders from Uganda to retreat into the Congo forest in July 1994 because it ran out of ammunition due to the Western embargo on arms and supplies.
Rwanda descended into chaos in 1990 when the self-described Rwanda Patriotic Front (RPF) forces launched a surprise attack on October 1, 1990 from Uganda. In fact, every one of the men and officers of that invasion force were members of the Ugandan national Army.
It was an invasion by Uganda disguised as an independent force of “liberation”. Liberation from what, has never been stated.
Initially the justification put out by the RPF was that of attaining the return of Tutsi “refugees” from Uganda to Rwanda. However, that problem had been resolved by an agreement between the RPF, Uganda, Rwanda, the United Nations High Commission for Refugees (UNHCR) and the OAU a few weeks earlier. The Rwandan government had agreed to the return of all those Tutsis in Uganda who wanted to return to Rwanda.
That accord required that Tutsi representatives of the refugees travel to Kigali for a meeting to determine the mechanics of that population movement, and how to accommodate all those people in a small country. They were expected at the end of September 1990. They never arrived.
Instead of civilians returning in peace, Rwanda was viciously attacked on October 1, 1990 by a force that unleashed unbridled savagery. During that invasion the RPF forces of the Ugandan Army slaughtered everyone in their path, Hutu or Tutsi. Tens of thousands of innocent civilians, the majority Hutu, were butchered. These crimes have never been accounted for.
The RPF’s favorite method was the bayonet or knife with which they disembowelled men and women or to tied their hands behind their backs and smashed their skulls with hoes, the farm tool iconic of the Hutu peasantry.
After several weeks of intense fighting, the RPF forces were destroyed by the small Rwandan Army and the remnants fled, on US instructions, back into Uganda to regroup and reorganize.
The RPF still never justified this aggression and the needless slaughter of civilians in a peaceful country. Individual Tutsis had always been allowed to return to Rwanda from the early 1960s and several times the Rwandan government invited them all to return. However the Tutsi aristocracy, jealous of its lost power and which viewed the Hutus as nothing but subhuman, refused to return unless their absolute power was restored. This the people of Rwanda, even the Tutsis who remained in the country, refused.
In the 1960s and early 1970s various Tutsi groups in Uganda and elsewhere had organized terrorist raids into Rwanda in which they murdered without pity anyone they caught. These raids were repelled by Rwanda’s tiny armed forces. The years that followed were a period of development and peace for Rwandans. Even though one of the smallest and poorest countries in the world it had the best road system, healthcare, and education systems in Africa. Until the late 1980s it prospered and received help from both the socialist countries of the USSR, North Korea and China and West Germany, France and Israel and others.
Some Tutsis in Uganda became involved in the civil wars there between the socialist Milton Obote and the US- and UK puppet Yoweri K. Museveni who was supported by the West to get rid of socialism in Uganda. By 1990 Tutsis composed a large section of the Ugandan Army and all the senior officers of the RPF were high officers in the Ugandan Army, the National Resistance Army. Paul Kagame himself was one of the highest-ranking officers in the intelligence services of the Ugandan army and was notorious for enjoying torturing prisoners.
Rwanda until 1990 was a one party socialist state. The ruling party the National Movement For revolutionary Development (MRND) was not considered a party as such but rather a social movement in which everyone in society took part through local elections and the mechanism of consensus much like the system in Cuba.
The fall of the Soviet Union led to pressure from the West, notably the United States and France to dismantle the one party state system and permit multiparty democracy.
The President, Juvenal Habyarimana, instead of resisting, agreed to a change in the constitution and in 1991 Rwanda became a multiparty democracy. The fact the Rwandan government did this in the middle of a war is more than remarkable. It was also an offer of peace. The RPF, since its abject failure in 1990, had changed its strategy from a frontal assault to the tactics of terrorism.
The RPF likes to refer to this phase as the guerrilla. However, it was not the guerrilla of a liberation struggle like the FLMN in Vietnam or the FARC in Colombia. It was instead a mirror image of the Contras campaign of terrorism conducted against the Sandinistas in Nicaragua. Its purpose was not to make revolution. Its purpose was to overthrow the 1959 revolution. And, like the contras, the RPF was supported by the United States.
This was clear from the beginning of the war.
When the RPF launched their attack, President Juvenal Habyarimana was in Washington, lured out of the way, by the State Department. The evidence that the US was aware of and supported the October surprise attack was the US Administration’s offer to Habyarimana of asylum in the United States if he surrendered power to the RPF.
Habyarimana refused and immediately flew back home. There was no condemnation of the Ugandan-RPF aggression by the United States, a matter which France raised at the United Nations, or any of its allies despite the big noise they made at the same time about the advance of Iraqi forces into Kuwait. Further, the Rwanda ambassador to the UN, then on the Security Council, filed a protest in the Security Council but the US had it taken off the agenda.
In fact the US and its allies supported the aggression against Rwanda from the beginning and US Special Forces operated with the RPF from the beginning. Recently, while former president Bill Clinton was in Toronto, he denied any involvement in Rwanda–this is one of the big lies of the century. Clinton and George W. Bush are up to their necks in the blood of the Rwandan and Congolese people.
With the arrival of multiparty democracy in 1991, the RPF took full advantage and created several front parties to take away support from the popular MRND. These parties though claiming to represent different political views in fact were, in the main front parties for the RPF.
The press was expanded and many of the new papers were financed by and acted as mouthpieces for the RPF. At the same time as these parties sprang up, criticizing the government, the RPF continued its terror campaign: planting mines on roads that killed Hutu and Tutsi alike; assassinating politicians and officials; and, blaming it, with the help of various NGOs funded by western intelligence agencies, on the government.
In 1992 a coalition government was formed with the RPF or its front parties seizing control of key ministries and appointing the prime minister. Through these agents they also controlled the civilian intelligence services that they then began to dismantle. The RPF engaged in a “talk and fight” strategy. Always agreeing to a ceasefire, pressing for more power, then launching new attacks on civilians. The most egregious was their breaking of the ceasefire and their major offensive in February 1993 in which they seized the major town of Ruhengeri in the process murdering 40,000 civilians most of them Hutu.
The Rwandan Army, even though hamstrung by the civilian ministries that were controlled by the RPF, managed to drive the RPF back. Finally in August 1993 the Arusha Accords were signed under pressure from the United States and its allies in which the RPF obtained major concessions in return to the formation of a broad-based transition government to be followed by general elections.
However, they knew they could not win such elections as the RPF was not only unpopular with the majority Hutu population it did not even enjoy the support of many internal Tutsis whose lives and businesses had been destroyed by the war they did not see a need for.
Instead of preparing for elections the RPF prepared for their final offensive. As far back as December 1993, UN reports document the massive build-up of men and weapons coming in from Uganda. The UN force that was deployed supposedly to ensure a peaceful transition; in fact, it was a cover for the US and its allies to assist in this build up.
General Roméo Dallaire, the Canadian general in charge of the UN force hid this build up from the Rwandan army and the President. The build-up was accompanied by death threats against the president.
According to an account of Habyarimana’s last conversation with president Mobutu Sese Seko of what was then Zaire, just two days before he was murdered, Assistant U.S. Secretary of State for African Affairs Herman Cohen had, in October 1993, told Habyarimana, that unless he ceded all power to the RPF they were going to kill him and drag his body through the streets.
These threats were punctuated by the murder of the first Hutu president of neighboring Burundi, Melchior Ndadaye, by Tutsi officers in October 1993 in which Kagame and the RPF also had a hand; the officers who committed the murder, including Lieutenant Paul Kamana, later fled to Uganda. Ndadaye was in office a mere four months, having won the country’s first free elections. In the aftermath of that murder 250,000 Hutus were massacred by the Tutsi army of Burundi and hundreds of thousands of Hutus fled to Rwanda.
The result of the 1993 offensive was that one million Hutus fled the terror of the RPF in northern Rwanda towards the capital, Kigali, so that by April 1994 over a million refugees were encamped close to the capital and hundreds thousands more in camps in the south all fleeing RPF terror.
The RPF did all it could in 1994 to paralyse the functioning of the government, to exacerbate racial tensions, and prepare for war.
Then on April 6, 1994 they launched their final surprise attack by shooting down the presidential plane returning from a meeting in Tanzania that Uganda’s Museveni had arranged. In fact it is known that Museveni’s half-brother general Salim Saleh was at the final meeting at which the date for the shoot down was agreed.
The missile attack killed Habyarimana, as well as Burundi’s new Hutu president Cyprien Ntayamire, and Rwanda’s military chief of staff, and others on board. This was the first massacre of 1994 and it was a massacre of Hutus by the RPF.
The RPF then immediately launched attacks across Kigali and the north of the country. In the sector of Kigali known as Remera they killed everyone on the night of the 6th and the 7th, wiped out the Gendarme camp there, wiped out the military police camp at Kami and launched a major attack against Camp Kanombe, Camp Kigali and the main gendarme camp at Kacyriu.
The Rwandan government and army called for a ceasefire the same night and next day. The RPF rejected the call. The Rwandan government asked for more UN help to control the situation. Instead, the US arranged that the main UN force be pulled out while flying in men and supplies to the RPF using C130 Hercules aircraft.
The Rwandan Army, short of ammunition and unable to contain the RPF advances even offered an unconditional surrender on April 12th. The RPF rejected even this offer and instead shelled the Nyacyonga refugee camp where the one million Hutu refugees were located provoking their flight into the capital.
The effect of one million people flooding into a small city that itself was under bombardment cannot be described. The RPF used this flood of people to infiltrate its men behind army lines. This created panic among the Hutu population that began killing anyone they did not recognize. It was clear that the RPF was not interested in saving lives, even Tutsis, but in seizing total power and did not want to negotiate at all.
The late Dr. Alison Des Forges, the American who was considered a noted scholar on Rwanda, in her testimony in the Military II trial at the International Criminal Tribunal for Rwanda (ICTR) in 2006 testified that the RPF claim that they attacked to stop a “genocide” was a myth; just propaganda to justify their attempt to seize power by force of arms.
She also testified that the Rwandan government did not plan and execute genocide. This accords with the testimony of General Dallaire who also confirmed an earlier statement that there was no planned genocide by the government as did the deputy head of Belgian Army intelligence, Col. Vincent, who also testified at the ICTR that the idea of a genocide was a fantasy.
The fighting in Kigali was intense. UN officers –confirming what has been said by Rwandan and RPF officers who have testified— state that the RPF was launching hundreds of Katyusha rockets every hour round the clock while the Rwandan Army ran out of hand grenades in the first few days and was reduced to fighting the RPF with hand made explosives.
The vaunted RPF could not take Kigali. The siege of Kigali lasted three months and only ended when the Rwandan Army literally ran out of ammunition and ordered a general retreat into the Congo forest.
RPF officers have stated that the RPF killed up to two million Hutus in those 12 weeks in a deliberate campaign to eliminate the Hutu population. The Akagera River, the length of which was under RPF control throughout, ran red with the blood of the Hutus massacred on its banks.
The RPF claimed these were Tutsis but there were no Tutsis in that area and only the RPF had access to that area. Robert Gersony, of USAID in a report to the UNHCR in October 1994, filed as an exhibit at the ICTR, stated that the RFP carried out a systematic and planned massacre of the Hutu population. As the Rwandan Army, including Tutsi officers within that army and men retreated into the Congo forest, the Hutu population, in fear for their lives fled with them in their millions. In local villages, Hutu neighbours attacked Tutsis in revenge for the murder of Hutus or fearing death at their hands. Tutsis also attacked Hutus. It was total war just as the RPF wished. The RPF later pursued the Hutus through the Congo forest between 1996 to 1998 and killed hundreds of thousands and possibly millions. They were shelled, machine gunned, raped, cut to pieces with knives. Accounts of that trek are difficult to bear.
The RPF was assisted in its offensive by the United States. The UN Rwanda Emergency office in Nairobi was in fact manned by US Army officers and acted as the operational headquarters of the RPF and gave them intelligence on Rwandan Army movements and actions and directions.
Prudence Bushnell the U.S. Deputy Assistant Secretary of State for African Affairs telephoned the Rwandan Army chief of staff in May 1994 and told him that unless he surrendered he must know that he was fighting the United States of America and would be defeated. US Special Forces fought with the RPF. There is also evidence that Belgian forces of the UN were involved as an intercepted radio message from Kagame to his forces in the field refers to the help they had received from the Belgians.
There is also evidence that Canadian forces were also involved and Atoine Nyetera a Tutsi prince, who was in Kigali in that period testified for the defense in the Military II trial and stated that not only were there no massacres committed against Tutsis by the Rwandan Army but that it was the RPF that began the massacres after they took Kigali and began killing Hutus.
Nyetera testified that despite the claim by the RPF of being a Tutsi liberation group, when he saw their long columns enter the capital he saw that most of them were Sudanese, Eritreans, Ethiopians, Tanzanians and others speaking Swahili or Sudanese languages, in other words, mercenaries.
Several RPF officers have testified at the ICTR and stated that they fled the Kagame regime as they had been promised that they fought for liberation of the Tutsis. However, when they wanted to take over the streets of Kigali to stop reprisals against Tutsis by Hutu civilians the junior officers were forbidden to do so, putting the lie to Kagame’s claim that he attacked to save Tutsis.
These officers testified that Kagame wanted deaths to justify his war. The RPF could have controlled large parts of Kigali as they had at least 15,000 men in or near the capital opposed to 5,000 Rwandan Army forces. Instead Kagame used his men to ethnically cleanse the rest of the country of the Hutu population.
The Rwanda War was a total war. All means were used to destroy that country and the Hutu people. The ultimate objective, the resources of the Congo. The US agreed to support the RPF in return for the RPF acting as a US proxy force to invade the Congo and seize its resources.
The US now has several military bases in Rwanda and the country is nothing more than a US and UK colony run by thugs who keep control of the majority of the people by intimidation, murder and disinformation.
None of this could have happened if those in the UN such as Kofi Anan, then in charge of the Department of peacekeeping operations, had done his job. None of this could have happened without the connivance of the NATO countries and Uganda, from where the invasion was launched.
Ultimately, the prime responsibility rests with the United States of America and in particular the regimes of Bill Clinton and George W. Bush and now President Barack Obama. As Boutros Boutros-Ghali, then UN Secretary General, stated to Canadian historian Robin Philpot in 2004: “The United States is one hundred percent responsible for what happened in Rwanda.”
